Did Douglas Adams do Belgium a severe injustice when he declared it one of the most boring places in the Galaxy?

In fact, the word "Belgium" became such a terrible swear word that nobody, apart from Zaphod Beeblebrox of course, would ever dare to breathe it in public (for fear of being shot through the lungs).

Let's be unkind for a moment and assume he was correct. One positive thing about the country is that Belgium is well-respected on the global beer stage!
